So this is the Confirmed, This list has been released in the newest VJump. It is even discussed about on MegaCapitalG's Video along with many others. You may or may not believe this to be the real one but you can go google it. It has been confirmed by many people.
NOTE 1: There is a list of questions at the end of this post, it's just questions about what would happen, the meta, what decks will be played more, etc.
NOTE 2: Any staff members that don't want this to cause speculations or don't agree with this and just want to remove it because it hasn't been officially released yet or it isn't the right section etc etc then go ahead and remove this thread. I don't mind.

1. Do you think a bunch of the meta decks will see less play and rogue decks will make a comeback into the meta?
2. Do you think blackwings will become more played than they are now?
3. Anyone planning to play agents?
4. With e-tele at 3 do you think psychics might be played more or maybe tele-dad might come back?
5. (This was from a friend) Do you think psychic plants might see play due to e-tele at 3? (according to him psychics OP and plants have a good engine)

6. What is your opinion on Tsukuyomi coming back into the game after years of being banned? Will it be a card main decked in future meta decks or will it just be a splashable side deck card? Do you think it will even receive any play?

Yay it's finally out! >.> Although... Mirror force at 2 sounds troublesome... Duality at 2, also quite troublesome... If I were them, I'd limit zenmines too .-. ... Future Fusion banned? There goes 5 headed and those cyber fusions that allow for many machines at a time... Kalut at 2? We might see moar blackwing players again... Maybe... Now... Magical Cylander... At 3... Well... F*ck... That'll be hard to get around... Oh konami... You're killin me here .-.

Yeah, none of that really bothers me tbh, i'm quite satisfied with this ban-list. Chaos dragons, Inzektors, wind-up, hieratic, are going to need at least some skill now to be able to run with their main cards hit instead of the herp derp auto pilot. Dino-rabbit maybe little to no skill instead of just none at all now. Since they gotta find a card to throw in to replace that 3rd rabbit. Bunch of players going to get rid of that 3rd rabbit so we might also see a slight drop in their rescue rabbit's price. If it does i may even run dino rabbit since laggia is being reprinted.

Future fusion. Yeah chaos dragons are going to need skill now instead of nearly none now since they can't dump their cards into the grave easy anymore so they're going to have to think about their strategy. Magical Cylinder at 3? The card is barely used anymore, mainly in the rogue decks or like local fun decks.
Psychic plants might become meta though. E-tele is at 3 plus plants have a decent engine, so might want to be wary of that coming up as a new deck type. Also Laval's have a chance instead of the speculations that they were going to get hit even before major release. Blackwings might make a comeback into meta. Duality at 2 is quite balanced for a bunch of decks :p Mirror force at 2 might be a problem but something will come out of that decklist for it to go in and it might be something that shouldn't be taken out so you may never know :3 Marshmallon / Necro Gardna at 3 is going to kill me at locals T_T

This is still the OCG list though We're 95% gonna get this with the exception of TCG Exclusives but we still have to wait till September 1st

Like you said it is the ocg list but you know the ban-list has been done for a long time now i doubt there are going to be changes, this is basically the ban-list the last 2 weeks until Sept. 1st as mentioned by you. Jus' Sayin.

Lol good thing I traded Trishula away...I got a Darksoul, a Hyunlei and a Fullhelmknight for it. I use dem all in my IRL X-Saber deck :P

lol luckily I didn't make my inzektor and wind-up decks yet, wanted to make them :P but now most of the top decks are hit X.X You think agent will see more play now? Earth at 2 may get people to run agents again. Brionac at 1 sure is sad :( I'm in the midst of making my infernity that uses brionac to pull off the very long infernity combo that gets you 5 set infernity cards and 3 synchro monsters (any of these 2, Void Ogre Dragon and Infernity Doom Dragon) :(

Inzektors and the Wind-Up Loop are pretty much dead now & Dino Rabbit will be less consistent. With FuFu gone and REDMD at 1, Chaos Dragons and Hieratics have lost consistency as well. Next format, you should expect HEROs to make a huge run and Agents making a comeback. Gishki Hieratics have been killed, and to think that not all the pieces of the loop are out in the TCG yet...
2. Do you think blackwings will become more played than they are now?
I do expect more playability from B-Dubbs, but I don't expect them to be topping anytime soon, even with Kalut up to 2.
3. Anyone planning to play agents?
Agents were by far one of my favorite decks in 2011. As I mentioned above, expect them to make a comeback. As such I will be building and playing them again this upcoming format.
4. With e-tele at 3 do you think psychics might be played more or maybe tele-dad might come back?
I do expect Tele-DaD to make a comeback, and I also expect Banished Psychics to make a bit of noise.
5. Do you think psychic plants might see play due to e-tele at 3?
Plants indeed had one of the best engines in recent memory. If not, THE best. But with Glow-Up still banned, they still won't have the same level of consistency and explosiveness they once had.
